RULES LEAGUE REGULATIONS

Phoenix Premier League is the best amateur league in town, actually it’s the best in the state, a mighty bold claim but one we can back up by simply saying, we’re the best cuz we have the best players and teams.

The league has been around since 2003 and we’ve learnt a thing or two over those years and the one thing. that has always remained, is our love for the game. With that said, we try to keep the essence of the sport true to its origins while only enhancing when truly needed. We follow FIFA rules and mirror the professional game as closely as possible and any differences will be listed under the Categories below.

This page will be updated with any changes at the start of each season however the league retains the right to amend the rules at any given time.

DISCIPLINE REDS

Phoenix Premier League has a zero tolerance policy for racism, violence, threatening conduct to staff, refs, players or any other obnoxious behavior. Red cards are subject to a one game minimum suspension and a $25 fine, this includes two yellows in the same game. A direct red card is subject to review and possible stiffer punishments.  All monies collected are 100% donated to charity.

You can appeal a red card within 24 hours but understand that the refs are following the rules of the game and try to limit red cards. There’s an incredibly high chance that it was warranted and your reason for appeal better be good. Claiming ref error or the first yellow was soft won’t do it. On a rare occasion a ref will issue a red card to a player to diffuse the situation, preventing any further escalations and will request that no further suspensions are required. On those occasions the player will be approved to play the following week, maybe now you’ll think twice about letting the ref know what’s up after your ejection.

Repeat offenders will receive heavier fines/suspensions and failure to control a team can/will result in being removed from the league. Players are out there for the beautiful game and we plan on keeping it that way.

The games are competitive in nature but each player has a responsibility to ensure that they remain in control of their actions and to remember the reason why they’re playing in the first place.

SCHEDULES GAME TIMES

Week 1 will be created and posted online the Thursday of the season start. This allows for any late team entries and gives team Captains a little breathing room to get their players registered. The remainder of the schedule is posted by Week 2 and any teams below the leagues team player minimum will be removed or given all the late games!

Once the schedule is posted, it’s set in stone so don’t even bother asking to change it.  Make sure you take advantage of your team page, your team schedule is also posted there. Additionally, the schedule is subject to change, it is rare once the schedule has been posted for this to happen however, check your schedule weekly opposed to printing it out for the whole season. The City has been known to pull the plug without notice due to field issues etc.

If your team has special game time requests, those requests MUST be submitted PRIOR to the schedule being completed and posted online. Look ahead and please plan accordingly, we can’t help you if you forget to ask for bye week or early game on your better half’s birthday.

Finally, the league breaks for national travel holidays only (Memorial, July 4th, Labor etc.), Mother’s/Father’s Day are definitely not those.

Disclaimer: A random computer program is used to schedule the games. The league does try to spread the love with a mixture of game times throughout the season but we’re not to blame if you get a lousy selection of game times!

RAINOUTS CANCELLATIONS

RAINOUTS: this is when games are cancelled due to poor weather conditions. The league will inform all Captains and post online if a game is cancelled and that game will be added on to the end of the regular season.

Please note, we’re at the mercy of two of the most powerful & unpredictable forces known to mankind, the weather and the government.

The league does not make the determination of closing the fields, this is done by the local City personnel who inform us. However, the City does not make that decision until the day of & is dependent on their schedule on what time they tell us.

It’s a frustrating process especially when you have the first game time, it’s chucking it down and you haven’t heard from us. Trust us, we get it but there’s been plenty of times when the City has surprised us and approved us to play or the weather has blown right on by. We just never know. That’s the unpredictability of it all but generally, if there’s standing water on the fields, the games will be called off.

If a game is cancelled during play the league coordinator will determine the outcome i.e. games at the 70th minute, the result at that time will stand.

Once again, the importance of each player knowing how to access the schedule or team page can not be understated.

Roster Jersey

Each team is to have a minimum of 15 players on the roster. We found this to be the magic number that ensure teams to have enough players each week.

Each player, regardless of when they show up, is to check in with the ref crew prior to playing to verify they are on the roster and for their league appearance to be captured. All players must have played THREE league games in order to be eligible for the playoffs.

Playoffs: exceptions can only be approved by the league and these are generally for ‘legacy’ players, a known player returning to their team. Additionally, there is an Emergency Loan rule for Goal Keepers only, all other positions can be easily filled by existing players.

Random ID checks will be completed and any players NOT on the official roster will be asked to leave. The league coordinator will determine the outcome of the game which, 99% of the time, will result in a forfeit loss.

Remember the league follows FIFA rules not High School, that means the Away team (listed second on the schedule) is responsible for wearing an alternate color jersey in the event of conflicting team colors.

Jersey’s are to be numbered.

Over 35 Division only: all players must be at least 35 years old, the only exception allowed is a player turning 35 during the year. Field an under35 and the game is a forfeit.

Over 45 Division only: TBD

REFS OFFICIALS

We have a great set of officials, who are out there for the right reasons. They truly love the game and care about their performances.

The refs aren’t out there to be your verbal punching bag, just because you’ve had a lousy week at work or your spouse is busting your chops, it doesn’t give you carte blanche to abuse them. The league fully supports the officials and their decisions and recommendations.

Please remember to treat the officials with the utmost respect, after all, it wouldn’t be much of a game without them. Also know that the whole country (not just AZ) is experiencing a ref shortage and on occasion, games will be ran with a dual crew. We try to avoid this whenever possible but sometimes it’s unavoidable.

On a final note, if you think you know more than the ref, join our officiating crew, we’re always looking for new refs!

MISC INFO

3 points for a win, 1 point for a draw, 0 points for a loss, Goal Difference (GD) is the first tiebreaker followed by Head to Head result. Goals For (GF) is the third tie breaker.

Each team is required to supply at least one #5 FIFA regulation soccer ball for each game.

Shinpads are not a suggestion, wear them or expect a yellow card and a quick trip to the sideline.

Jewelry, Smart Watches etc. are not permitted

Refs are empowered to ask any player/spectator to leave the complex and will stop play until so.

The ref’s clock starts ticking at the scheduled game time and only 7 players, regardless of position, are needed to start a game.

Unlimited subbing.

When temperatures are over 100° water breaks will be enforced (running clock).

No alcohol allowed.

Each team has a team page, simply click on the team name in the standings and you’re magically transported. Feel free to submit photo’s to be added but most importantly, the team’s full schedule can be located there. The team roster function is a work in progress and hopefully will be live in the future.

For the most part, we try to limit using multiple locations during a season and try to stick to a more centralized spot for everyone. As you can imagine, there’s players teams coming from all over and it’s impossible to please all. With that in mind, Tempe and Mesa serves us well but there are times when a better option presents itself and we’re all over it.

Medical Coverage

Playing sports is a physical activity that can result in injury. Even playing in non-contact sports can result in injury. Everyone is strongly encouraged to have insurance. The league does not provide insurance for our participants. There are policies that individuals can pick up based on a monthly basis that are very reasonable. If you need help finding short term accidental insurance please contact the league or your insurance broker. When selecting a policy ensure to fully understand the coverage.
